From June 2 to 5, N’Djaména hosted a pivotal technical validation workshop, organized by the General Secretariat of the Government. The event focused on reviewing the biennial report, a key instrument for assessing the implementation of the Head of State’s political agenda.

The workshop, held at the Radisson Blu hotel, brought together officials, experts, and stakeholders to scrutinize the progress made between May 2024 and May 2026. The initiative underscores the government’s commitment to transparency and accountability in public service delivery.

Dr. Ramatou Mahamat Outouin, the Minister Secretary-General of the Government, opened the workshop with a strong emphasis on the importance of this biennial review. She highlighted that this gathering was not merely about reviewing a document but about assessing the government’s commitments to the Chadian people.

« This workshop is a critical moment for us to examine where we stand in fulfilling our promises, » she stated. She pointed out that President Mahamat Idriss Déby Itno’s vision hinges on transforming public action and aligning it closely with the citizens’ needs. The focus, she added, is on fostering transparent governance to rebuild and strengthen public trust in institutions.

In her address, Dr. Outouin paid tribute to the teams behind the report, acknowledging their dedication and hard work. « Every figure and indicator in this report reflects the efforts of countless individuals who worked tirelessly, » she noted. While recognizing the challenges of such a rigorous accountability exercise, she stressed its necessity in measuring progress and addressing shortcomings.

« This is not an exercise in self-congratulation, but one of collective reflection, » she emphasized. She called for an honest evaluation of achievements and obstacles, stressing that the government’s efforts must ultimately serve the people—whether farmers, teachers, or entrepreneurs. She concluded by urging participants to approach the report with both technical precision and a deep sense of responsibility, ensuring it accurately reflects the realities on the ground.

The workshop, which officially kicked off the biennial review process, sets the stage for a thorough examination of the government’s performance over the past two years. It also serves as a reminder of the administration’s dedication to continuous improvement and responsiveness to the nation’s needs.
