Côte d’Ivoire is poised to achieve a monumental leap in its infrastructure development. Under the framework of the National Development Program (PND) spanning 2026-2030, the government has unveiled plans for a groundbreaking High-Speed Train (TGV) system, designed to forge a vital link between the nation’s southern and northern regions. This flagship initiative represents a core component of a broader economic and territorial transformation strategy, aiming to solidify Côte d’Ivoire’s position as an indispensable economic powerhouse in West Africa.

Côte d’Ivoire is determined to join the ranks of nations boasting a robust high-speed rail network. The forthcoming Ivorian TGV will span a 640-kilometer corridor, linking the bustling economic capital of Abidjan to Ferkessédougou in the north, with key stops including Yamoussoukro, Bouaké, and Korhogo.

Beyond its impressive technical scope, this infrastructure marvel is heralded as a powerful catalyst for territorial integration. It promises to seamlessly connect the nation’s primary economic centers while dramatically reducing travel durations across the country.

According to Souleymane Diarrassouba, the Minister of Planning and Development, the journey between Abidjan and Yamoussoukro will be slashed to a mere 45 minutes. This significant advancement is expected to revolutionize daily life and work patterns, particularly by enabling professionals to reside in the political capital while pursuing their careers in the economic hub.

Metro, airports, roads: a nationwide infrastructure overhaul

The TGV initiative is deeply integrated into a holistic vision for modernizing the nation’s transport infrastructure. The government has also confirmed the scheduled launch of the 37-kilometer Abidjan Metro by 2029.

The aviation sector is also experiencing significant expansion, with plans for two new international airports. These strategic additions in San-Pedro, located in the country’s southwest, and Bondoukou, in the east, are designed to enhance both national and regional connectivity.

The PND 2026-2030: a blueprint for structural transformation

Through its latest National Development Program, the Ivorian State aims to accelerate the country’s economic transformation. This comprehensive plan is anchored on several strategic priorities: fostering the growth of regional economic hubs, driving rapid industrialization, and enhancing the value of local production.

This approach underscores the authorities’ commitment to reinforcing the state’s pivotal role as a central actor in guiding and planning national development.

The overarching ambition is to elevate Côte d’Ivoire to upper-middle-income country status by 2030, while simultaneously strengthening its achievements in stability and social cohesion.

Over 114 trillion FCFA needed for implementation

To realize this ambitious vision, the government estimates a total financing requirement of 114,838.5 billion FCFA for the 2026-2030 period. The funding strategy is based on a shared investment model, with 30% contributed by the public sector and 70% by the private sector.

In line with this, Abidjan is set to host a high-level consultative group meeting on July 8 and 9, 2026. This gathering aims to engage international financial partners and mobilize the necessary resources.

Organized with the crucial support of the World Bank, the European Union, the African Development Bank, and the United Nations System, this event will serve as a platform to present Côte d’Ivoire’s development vision and attract the significant funding required for its successful implementation.

Setting sights on regional economic leadership

Through this ambitious program, Côte d’Ivoire unequivocally declares its aspirations: to emerge as a premier logistical, industrial, and economic hub across West Africa. The nation is strategically investing in its future, from the high-speed rail and metro systems to new airport platforms and a modernized road network, ensuring it possesses the essential infrastructure to sustain robust growth and amplify its appeal on the regional stage.
