A significant escalation of tensions is evident in northern Mali. The Front de Libération de l’Azawad (FLA) has amplified its calls for widespread mobilization, a campaign initially launched in late May by its Defense Chief. This separatist entity is now urging the entire local populace to enlist in its fighting forces, signaling an imminent large-scale offensive targeting governmental troops and their associated partners.

The call to arms: confronting Bamako and Africa Corps

The FLA’s military leadership has issued a directive, imploring « all sons of Azawad » to promptly deploy to the front lines. This mandate follows a general mobilization decree that was first announced towards the close of May.

Official statements from the movement indicate that this extensive recruitment drive is intended to pave the way for what they term the « second phase of Azawad’s urban liberation. » The armed group is overtly targeting urban centers currently under the dominion of the Forces Armées Maliennes (FAMA) and contingents from the Russian paramilitary organization Africa Corps (formerly the Wagner Group), both of whom provide substantial backing to the Bamako government within the region.

Intensification of the low-intensity conflict

Regional analysts interpret these developments as a precursor to renewed direct hostilities. Northern Mali has been experiencing a period of intense instability since the collapse of the Algiers Agreement and the Malian army’s recapture of key population centers in late 2023.

By declaring a « second phase, » the FLA clearly indicates a strategic shift from its previous guerrilla and harassment tactics towards more substantial operations, aiming to re-establish territorial command over pivotal locations.

The security landscape across the area remains exceedingly fragile. The simultaneous targeting of Russian-Malian forces by autonomist factions and Bamako’s counter-terrorism and security operations has plunged the Azawad region into a strategic stalemate, with the civilian population bearing the brunt of the consequences.
