Ursula von der Leyen highlighted the significance of this relationship, stating: « The Bénin is a key partner for the European Union in West Africa. Our collaboration is driven by a shared vision of improving lives and fostering sustainable growth. Through Global Gateway, we are investing in critical sectors like transport, energy, skills development, and financial access to unlock opportunities and build a resilient future for all. »

three pillars of enhanced cooperation

The meeting outlined three strategic priorities to guide future collaboration:

1. transforming the economy through innovation

Efforts will focus on boosting economic transformation and job creation by strengthening industrialization and fostering innovation. Key initiatives include:

  • Expanding economic corridors around the Port of Cotonou to enhance trade connectivity
  • Supporting local agricultural value chains to improve productivity and market access
  • Investing in vocational training and youth skill development to meet labor market demands

2. strengthening security and resilience in northern Bénin

To address regional challenges, the EU and Bénin will intensify their cooperation in the northern areas of the country. This includes:

  • Bolstering local infrastructure and access to essential services
  • Creating economic opportunities for border communities
  • Implementing programs to prevent violent extremism and promote social cohesion

3. driving sustainable finance for green projects

The EU and Bénin are aligning their efforts under the Global Green Bond Initiative, a flagship program designed to mobilize private capital for sustainable infrastructure. This initiative aims to:

  • Fund renewable energy, clean transport, and sustainable agriculture projects
  • Issue green bonds to attract investment in climate-friendly ventures
  • Mobilize up to 20 billion euros in private financing for low- and middle-income countries

Bénin stands out as a leading beneficiary of this program, positioning itself as a regional hub for sustainable growth and connectivity.

looking ahead: a shared vision for the future

With these priorities in place, both parties are poised to make significant strides in their partnership. The EU’s continued support will help Bénin achieve its ambition of becoming a regional leader in sustainable development, economic integration, and investment. The renewed collaboration reflects a deep commitment to improving livelihoods and fostering long-term prosperity across West Africa.
