The Ministry of Equipment and Water, alongside the European Union, Germany, France, and Italy, has initiated a groundbreaking €348 million program to bolster Morocco’s National Water Policy. This initiative, unveiled on Tuesday, marks a significant step in collaborative climate resilience efforts.

Under the Team Europe approach, the program combines €48 million in EU grants with three concessional loans of €100 million each. The French Development Agency leads the consortium, with financial contributions from Italy’s Cassa Depositi e Prestiti and Germany’s Kreditanstalt für Wiederaufbau.

The funding aims to strengthen Morocco’s water governance through four key focus areas: enhancing hydrological data to address climate change impacts, improving management of extreme weather events like droughts and floods, safeguarding water quality and biodiversity, and preserving groundwater resources.

This initiative aligns with the Morocco-EU Green Partnership, established in October 2022, and the Mediterranean Pact, adopted in November 2025, which prioritize climate resilience and sustainable water management as shared objectives.

Additionally, the program complements Morocco’s ongoing efforts, including its National Water Plan and the National Drinking Water and Irrigation Program (PNAEPI) 2020-2027, reinforcing the country’s commitment to long-term water security.
