Morocco is strategically moving to revitalize its burgeoning digital commerce landscape. The nation’s Ministry of Industry and Trade is currently developing a comprehensive national roadmap, designed to enhance the structural foundation of the e-commerce sector, sharpen its competitive edge, and significantly expand its reach across global markets. The ultimate goal is to cement Morocco’s position as a leading Morocco e-commerce hub and a vital platform for trade throughout Africa.

This proactive stance is timely, coinciding with a period of intense global growth in online retail. Ministerial figures reveal that the international e-commerce market expanded to a formidable $5.8 trillion in 2023, with projections forecasting a further surge to $8 trillion by 2027. Domestically, Morocco is mirroring this trend with its own rapid advancement in digital transactions. The sector’s turnover climbed to 19 billion dirhams by September 2023, driven by an impressive average annual growth rate exceeding 30%.

However, despite this substantial potential, the full-scale development of national e-commerce faces several persistent challenges. Public authorities have pinpointed key obstacles, including complexities within the existing legal framework, taxation intricacies, logistical hurdles, and the overall organization of the market. A crucial element remains consumer confidence, as the long-prevalent cash-on-delivery model no longer fully addresses the evolving demands of modern digital payment preferences.

Comprehensive Sector Evaluation Underway

To lay a robust foundation, the ministry plans to initiate an in-depth, detailed study of the e-commerce sector. This analytical endeavor will provide a precise overview, scrutinizing governance models, digital and logistical infrastructure capabilities, current economic frameworks, and the broader impact of e-commerce on key industries such as agro-food and textiles. Significantly, the study will also incorporate the anticipated effects and opportunities arising from the African Continental Free Trade Area (AfCFTA).

The forthcoming strategy will also integrate valuable lessons from successful international experiences, aiming to pinpoint optimal practices and formulate tailored recommendations for Morocco’s unique operating environment. Ultimately, this strategic vision is designed to culminate in a comprehensive development model extending to 2030, complete with specific targets for economic growth, job creation, investment, the integration of Small and Medium-sized Enterprises (SMEs), and enhanced international market access, further strengthening the African economy today.
