The Local Development Committee (CLD) convened in Lomé on June 5, 2026, to assess the Togo-France partnership in sustainable and inclusive investment while charting a collaborative roadmap for 2026-2028.
Serving as a coordination platform between French development actors and Togolese partners, the CLD aligns its initiatives with the country’s national priorities to maximize impact.
Breakthroughs in education, skills development and social cohesion
Significant progress has been made across education, vocational training, territorial development, entrepreneurship and social cohesion in recent years.
Key milestones include the establishment of the Polytechnic School of Togo, supported by French technical assistance, and the awarding of 95 French government scholarships to Togolese students. The Études en France program welcomed over 8,200 applicants in 2025 alone, with new Campus France hubs launched in Lomé and Kara, expanding access to higher education opportunities.
The French curriculum network in Togo has expanded dramatically, growing from 857 students four years ago to over 2,500 today, reflecting deepening educational ties.
Cultural and sports initiatives reach 17,000 beneficiaries
French-backed programs in cultural and creative industries have engaged more than 17,000 audience members, trained 350 professionals and supported 24 artistic residencies, fostering vibrant exchanges.
France has also played a pivotal role in establishing the National Training Agency for Local Governments (ANFCT), reinforcing Togo’s decentralization process through capacity building.
395 million euros driving critical infrastructure and services
The French Development Agency (AFD) has committed nearly 395 million euros to high-impact projects in Togo, transforming lives across key sectors.
These investments have expanded potable water access for over 552,000 people and electricity for approximately 125,000 households. Additionally, 49 technical and vocational training centers have been modernized to meet labor market demands.
More than 600 kilometers of rural roads have been constructed or rehabilitated, benefiting over 500,000 agricultural producers and strengthening regional connectivity.
Three pillars for 2026-2028 cooperation
Looking ahead, French cooperation will focus on three strategic priorities: fostering inclusive, job-creating growth; enhancing access to essential infrastructure and services; and strengthening governance, human rights and social cohesion.
Special emphasis will be placed on youth employability, private sector development, entrepreneurship and empowering local governance structures. Gender equality and targeted support for the Savanes region remain critical cross-cutting priorities.
Through this structured dialogue, France reaffirms its commitment to a shared vision of solidarity, inclusivity and sustainable development in Togo, working in tandem with other technical and financial partners.
