On June 16, I observed the meeting between Mr. Hassan Adoum Younousmi, Director General of Chad’s Downstream Petroleum Sector Regulatory Authority (ARSAT), and Mr. Mohamed Arkab, Algeria’s Minister of State and Minister of Hydrocarbons. This significant audience took place at the Algerian Ministry of Hydrocarbons headquarters, with key officials from both sides in attendance.
The discussions underscored a commitment to strengthening Algero-Chadian cooperation and ensuring the effective implementation of recent bilateral agreements. Central to the talks were critical issues facing the downstream petroleum sector, including activity regulation, the expansion of energy infrastructure, refining capabilities, strategic storage, and efficient distribution of petroleum products.
Further topics addressed during the exchange involved industrial safety protocols, the digitalization of operational processes, and robust sector governance, all aimed at fostering modernization and transparency within the industry.
This high-level meeting builds upon a pivotal cooperation protocol established on April 23, 2026, in Algiers, between Chad’s ARSAT and the Algerian Hydrocarbons Regulatory Authority (ARH). The protocol’s core objective is to bolster technical and institutional collaboration, facilitating the exchange of expertise, sharing best practices, and supporting national capacity building initiatives in both nations.
Concluding the constructive discussions, both delegations reaffirmed their unwavering dedication to solidifying the fraternal bonds between Algeria and Chad. They committed to advancing expertise sharing, recognizing its vital role in achieving sustainable development and fostering broader African integration.
