Congo constitutional reform in Lubumbashi: APEC endorses people-driven changes

In a historic gathering at Lubumbashi’s Gécamines stadium, the Action des Patriotes pour l’Émergence du Congo (APEC) made a bold statement about the Democratic Republic of Congo’s constitutional reform debate. The party, led by interim president Dominique UNYON-PEWU and under the moral authority of Louis WATUM Kabamba, not only celebrated a surge in membership but also positioned itself as a key voice in the national conversation on constitutional change.

The stadium was electric with patriotic fervor as thousands of party members waved flags and sang the national anthem. This massive turnout wasn’t just a show of strength—it was a demonstration of APEC’s deep roots in the copper capital and the public’s support for its vision of constitutional reform that better serves the nation’s challenges.

A high-level delegation from Kinshasa, including interim president Dominique Unyon Pewu, led the event. While the atmosphere was celebratory, the party’s leaders used this platform to deliver a sober assessment of the country’s institutional framework. APEC argues that no constitutional framework should remain frozen in time when society is evolving.

“Constitutional reform isn’t about undermining democracy—it’s about ensuring our institutions evolve with the nation,” said a party spokesman during the address. “The current challenges of governance and security demand that we remove taboos and reconsider what’s possible.”

Speaking to the crowd, interim president Dominique Unyon Pewu firmly placed APEC within the constitutional reform movement, invoking national sovereignty as justification. APEC is part of the Sacred Union supporting President Félix Tshisekedi’s agenda.

“The question on everyone’s lips in the DRC today is constitutional reform. Could this conversation even happen without APEC? We stand on Article 5 of our Constitution, which entrusts sovereignty to the Congolese people to decide on constitutional matters. If the people agree, who can stop us? That’s why APEC, under the leadership of His Excellency Louis Watum Kabamba, stands firmly behind constitutional reform,” declared Unyon Pewu.

By filling the stadium to capacity, APEC didn’t just prove its organizational might in the Grand Katanga region. It signaled its intention to shape the national discourse, advocating for modernized institutions that align with the aspirations of the Congolese people.
