The Gabonese government aims to tighten oversight of projects funded by the African Development Bank to speed up their completion. With this goal in mind, Vice Prime Minister Hermann Immongault chaired a working session on Monday, June 29, 2026, with a delegation from the institution led by its country representative, Mamour Ousmane Ba. Planning Minister Louise Mvono and Agriculture Minister Pacôme Kossy also attended. This meeting follows recent discussions in Brazzaville between the president and the AfDB president on the sidelines of the institution’s annual meetings, focusing on assessing project progress and removing obstacles hindering implementation.
Hermann Immongault noted that the government will now apply stricter monitoring to every project in the AfDB portfolio. For the executive, resources mobilized through borrowing must yield concrete results for the population, in line with the National Growth and Development Plan. The vice prime minister stressed the need for transparency, performance, and respect for deadlines, arguing that every actor involved must fully assume their responsibilities to improve public investment efficiency.
A plan of action to accelerate works
Taking advantage of the AfDB delegation’s presence in Libreville, the government adopted an action plan to accelerate projects facing major delays. Two projects are receiving particular attention: the Integrated Drinking Water Supply and Sanitation Program for Libreville (PIAEPAL) and the Ndendé-Doussala road. Regarding the road, Hermann Immongault relayed the head of state’s concerns over the slow pace of work and called for corrective measures. The government also says it has assessed its own shortcomings to strengthen coordination with its financial partner.
For his part, Mamour Ousmane Ba praised the reforms launched by Gabonese authorities and reaffirmed the African Development Bank’s commitment to supporting national priorities. He specifically presented the guidelines of the New African Financial Architecture for Development (NAFAD), designed to improve investment efficiency across the continent. Present in Gabon through a portfolio of flagship projects in water, vocational training, agriculture, and road infrastructure, the AfDB intends to continue supporting the country’s development.
