Franck Nguema, the former Minister of Youth and Sports, has urged a comprehensive transformation of Gabon’s National Health Insurance and Social Guarantee Fund (CNAMGS). During a press briefing held in Akanda on June 8, 2026, Nguema addressed the ongoing debates stemming from the 2025 World Health Organization (WHO) report. He firmly stated that the core issue is not to question the very existence of CNAMGS, but rather to enhance its capacity to ensure all insured individuals receive tangible access to high-quality healthcare services. According to Nguema, the WHO report did not label CNAMGS as a “fraud” or “scam”; instead, it underscored the pressing need for an urgent reform of the system.
The former government official highlighted Gabon’s commendable achievement in establishing extensive administrative medical coverage, with nearly 76% of the population now registered. Nevertheless, he cautioned that this progress remains insufficient if beneficiaries continue to encounter significant obstacles when seeking medical consultations, obtaining prescribed medications, securing hospital admissions, or receiving timely medical support. Nguema believes that this disparity between the announced coverage rates and the actual lived experiences of citizens fuels widespread frustration among the insured and erodes public trust in the national social protection framework.
Advocating for effective CNAMGS healthcare provision
To address these critical gaps, Franck Nguema proposes supplementing the current approach of expanding health coverage with a novel concept: a “national guarantee of effective medical coverage.” He argued that the performance of CNAMGS should no longer be solely measured by the number of insured individuals or cards issued. Instead, its efficacy must be assessed using concrete metrics, such as the actual rate of access to care, the consistent availability of essential medicines, the promptness of medical interventions, and a significant reduction in out-of-pocket expenses for households.
Nguema emphasized that such an evolution would signify a fundamental paradigm shift. By prioritizing tangible health outcomes at the heart of its operations, CNAMGS could truly become a powerful instrument for national performance and an effective tool in the fight against poverty. The former minister therefore implores authorities to embark on an ambitious reform initiative, aiming to convert purely administrative coverage into genuinely effective medical protection that benefits all Gabonese citizens.
