During the closing of the second legislative session of 2025-2026, Rachid Talbi Alami, President of the Moroccan Chamber of Representatives, underscored the pivotal role of parliamentary diplomacy in shaping the Kingdom’s foreign relations. The 11th legislature has prioritized international engagement, positioning diplomacy as a cornerstone of Morocco’s strategic vision.

In his address, Talbi Alami emphasized that Morocco’s diplomatic strategy is anchored in a rigorous policy framework, particularly regarding the Sahara issue. He described this dossier as the top priority for Moroccan parliamentary diplomacy, shaping the Kingdom’s interactions with global allies. The President highlighted the landmark UN Security Council Resolution 2797, adopted on July 31, 2025, as a turning point that validated Morocco’s historical claims to its southern provinces and bolstered international support for its sovereignty.
Parliamentary initiatives align with royal vision
Talbi Alami detailed how the Chamber of Representatives has championed royal initiatives, including two key projects: one targeting African Atlantic coastal states and another aimed at granting landlocked African nations access to the Atlantic Ocean. These efforts reflect Morocco’s commitment to fostering peace, coexistence, and environmental protection, a commitment embodied in the Kingdom’s hosting of numerous international congresses and forums.
The President noted that these gatherings have produced eleven international parliamentary reference documents, including global declarations, during the current legislature. Such outcomes demonstrate Morocco’s growing influence in shaping multilateral agendas and reinforcing its diplomatic footprint.
Expanding partnerships and strengthening Morocco’s voice
Looking ahead, Talbi Alami called for deepening Morocco’s engagement in multilateral parliamentary organizations while fostering bilateral cooperation through new conventions and forums. These initiatives aim to cultivate sustainable partnerships and mutual trust with global counterparts.
He also highlighted the role of international cooperation programs in expanding dialogue, sharing best practices with influential parliaments, and promoting Morocco’s democratic model. The Chamber of Representatives stands out as one of the few parliaments worldwide to have developed and published practical guides on comparative parliamentary action, further solidifying its reputation as a leader in institutional innovation.
