A new chapter is unfolding in the relationship between Senegal and Botswana. During a significant diplomatic exchange, Presidents Bassirou Diomaye Faye and Duma Boko solidified their commitment to fostering deeper economic cooperation between Dakar and Gaborone. These two heads of state, who both ascended to power within months of each other following political transitions, share a unified perspective on Africa’s challenges and a strong dedication to principles of national sovereignty.

Forging nascent South-South economic alliances

Currently, commercial exchanges between Senegal and Botswana are quite restricted. Geographical distance poses a significant hurdle, with thousands of kilometers separating the nations, each belonging to distinct regional economic blocs – ECOWAS for Dakar and SADC for Gaborone. Direct preferential trade agreements are absent, and reciprocal investment flows remain minimal.

This existing void is precisely what both presidents aim to address. The African Continental Free Trade Area (AfCFTA), operational since 2021, now provides a legal framework capable of underpinning bilateral partnerships that were previously non-existent. Presidents Faye and Boko are determined to utilize this mechanism to streamline trade and boost the movement of goods, services, and expertise between their respective nations.

Exploring industrial complementarities for mutual growth

The economies of Senegal and Botswana, while distinct, show promising potential for complementarity. Botswana, long recognized for its exemplary mining governance in Africa, derives the majority of its revenue from diamonds, being the world’s leading producer by value. For years, the nation has actively pursued strategies to diversify its industrial base, enhance local processing capabilities, and lessen its reliance on a single sector.

Meanwhile, Senegal is poised for significant growth in its hydrocarbon sector, with the development of the Sangomar and Grand Tortue Ahmeyim fields, while also fortifying its agricultural and fisheries sectors. Dakar has also cultivated considerable expertise in financial services, digital technologies, and higher education — areas where Gaborone could find valuable Francophone African partners. Furthermore, the exchange of knowledge regarding extractive revenue management presents a clear avenue for collaboration, especially given Botswana‘s decades-long experience with a sovereign wealth fund fueled by diamond proceeds.

Economic diplomacy shaping a new African agenda

For the Senegalese president, this engagement with Gaborone is part of a broader diplomatic vision. Since assuming office in April 2024, Bassirou Diomaye Faye has actively sought closer ties with “atypical” African partners, venturing beyond traditional West African and Maghreb circles. Botswana, frequently cited as one of Africa’s most stable democracies, presents an appealing example for an administration committed to breaking from previous governmental practices.

Duma Boko, an attorney by profession and a prominent figure from the historical opposition who came to power in late 2024 following the political transition in Gaborone, echoes this reformist stance. His ascendance ended nearly sixty years of dominance by the Botswana Democratic Party, sending a powerful message to African populations desiring political renewal. Consequently, both leaders can leverage their shared narratives to imbue their partnership with significant symbolic meaning.

The next crucial step involves translating these intentions into tangible projects. Diplomatic offices will need to pinpoint priority sectors, address logistical hurdles such as the lack of direct air connections, and establish a legal framework conducive to reciprocal investments. Without concrete operational mechanisms, this declaration risks becoming merely an unfulfilled promise, akin to many memorandums signed between African states. The potential establishment of a joint commission or a bilateral business forum would serve as an initial indicator of credibility and a commitment to accelerate this dynamic.
