It is important to remember that conservative suspension measures, initiated under the former leadership of the Primature, impacted several significant national developments:

  • Strategic Subdivision Projects: This included areas designated as «BOA», «Hangar des Pèlerins», «Recasement 2», «EGBOS», «EOGEN and EOGEN-extension», and «Mbour IV à Thiès».


  • Detailed Urban Plans (PUDs): Specific zones like «Guédiawaye», «Yeumbeul-Malika-Tivaouane Peulh», and the «Nouvelle Ville de Thiès» were affected.


  • Emerging Urban Hubs: Sectors such as «Déni Biram Ndao-Diaksao-Bambilor» and «Daga Kholpa et Yenne» faced suspension.


  • The Northern Development Zone: The site of «Ndiebène Gandiole», associated with state land title n° 136/SL, was also on hold.


new directives: accelerating mainlevées in the second half of 2026

The executive branch has now charted a new course, aiming to resolve the economic predicament of good-faith land users while thoroughly sanitizing the sector. The communiqué highlights that a process of lifting suspensions (mainlevée) has already enabled a significant number of legitimate title holders to take possession of their allocations.

In direct application of directives from the Council of Ministers meeting on July 1, 2026, the administrative machinery is now operating at an accelerated pace:

  • Arbitration and Assessments: The Prime Minister has formally instructed the Committee to finalize the drafting of necessary administrative acts, in collaboration with relevant administrations, during the second half of 2026.


  • Priority for Legitimate Acquirers: This resumption of allocations is exclusively for holders of titles free from any formal or substantive defects, explicitly excluding instances of multiple plot acquisition or land grabbing.


  • Prohibition of Unauthorized Resumption: Authorities firmly remind title holders that they must refrain from any actions to resume work without prior authorization, under penalty of sanctions.


Individuals and groups concerned are encouraged to contact the Committee Secretariat (via the DGSCOS on the VDN or the General Directorate of Urbanism in Diamniadio) to expedite the submission of their requests for mainlevée or regularization.
