Bénin’s parliament, during a plenary session held on Wednesday, 24 June 2026 at the Palais des Gouverneurs, examined and adopted a bill amending Law No. 2009-22 of 3 January 2014 concerning the Mediator of the Republic.

This legislative reform eliminates the separate appointment for the post of Mediator of the Republic, streamlining the operations of state institutions. Going forward, the duties of this conciliation body will be automatically assumed by the first vice-president of the Economic and Social Council (CES). Given the current composition of the CES, this significant responsibility falls directly on Razacki Amouda Issifou.
He will now combine his existing prerogatives as first vice-president of the advisory institution with his new mission as Mediator of the Republic.
The new Mediator of the Republic takes on this role with a background as a seasoned legal expert and extensive experience at the highest levels of the state. Razacki Amouda Issifou has left a clear mark on Bénin’s public life, having successively held the positions of vice-president and later president of the Constitutional Court.
His career also led him to the National Assembly, where he chaired the prestigious Law Commission. Previously, he served as secretary-general of the very first National Independent Electoral Commission (CENA) in 1996, later held the post of mayor from 2010 to 2015, and occupied several strategic leadership roles within the Ministry of Justice.
His deep understanding of administrative and constitutional mechanisms is a major asset for steering this new iteration of the Mediator of the Republic.
