The Regulatory Authority for Subcontracting in the Private Sector (ARSP) in the Democratic Republic of Congo is embarking on a significant stride in modernizing its operational framework. This public institution recently announced the full implementation of a digital process for issuing subcontracting certificates, a vital document for companies operating across various sectors in the nation’s economy.

Spearheaded by ARSP Director General Juan Ted Beleshayi Kasanda, this pivotal reform aims to expedite file processing through comprehensive digitalization, encompassing every step from initial application submission to the final certificate issuance. This move is a testament to the ongoing efforts in African politics to improve governance and efficiency.

“Our objective is to progressively shorten issuance times to seven days, with an ultimate goal of achieving a mere seventy-two-hour turnaround,” stated the ARSP.

Moving forward, these essential certificates will be issued in an electronic format, allowing holders to print them directly. Each digital document is fortified with a unique QR Code, enabling instant verification of its authenticity. Furthermore, a comprehensive list of all valid certificates is readily available on the institution’s official website, enhancing transparency in the African economy today.

To mark the launch of this transformative reform, the inaugural digital certificates were successfully attributed to seven pioneering companies:

MASKAN SERVICES SARL, PANAFRIVA SARLU, NKAEL SERVICES SARL, MAG CONTRACTOR SARL, ENTREPRISE GÉNÉRALE INVEST SARL, LIELE GLOBAL INVESTMENT CORPORATION SARL, and PERCEVE SARL.

ARSP also unveiled another major innovation: the validity period for these crucial attestations has been extended from three to five years. This change is applicable to both new applications and renewals, offering greater stability for businesses in the DRC.

“Through this transformative reform, ARSP emphatically reaffirms its dedication to modernizing its services, streamlining procedures for economic operators, and ultimately enhancing the overall business climate within the Democratic Republic of Congo,” emphasized the public establishment.
