Senegal’s National Assembly has taken a significant stride towards bolstering parliamentary oversight. On Friday, August 21, 2026, members of parliament convened for the inaugural meeting of the Committee for the Evaluation of Public Policies (CEPP). This session was dedicated to formally establishing the committee and electing its leadership.

The formal establishment of this committee marks a pivotal moment in Senegalese parliamentary affairs. Envisioned since the constitutional revisions of 2016, the parliamentary evaluation of public policies is now fully operational within the National Assembly. The CEPP’s mandate specifically involves organizing, executing, and tracking these parliamentary evaluations to ensure more robust monitoring of public administration and greater efficacy in policy implementation across Senegal.

Composition of the Public Policy Evaluation Committee

The committee’s membership comprises several key figures: the President of the National Assembly, the leaders of parliamentary groups, the representative for non-affiliated deputies, and the presidents of the 14 standing committees. Additionally, nine other deputies and their alternates are included, chosen proportionally from the officially recognized parliamentary groups, with consideration given to proposals from non-affiliated members.

Following this inaugural assembly, the CEPP’s Bureau was officially formed. Ousmane Sonko, who also serves as the President of the National Assembly, has taken on the role of President of the committee. Supporting him are Mohamed Sall as First Vice-President and Djimo Souaré as Second Vice-President. Béatrice Germaine Faye was appointed as First Secretary, with Adama Diallo named Second Secretary.

Through the establishment of this committee, the National Assembly aims to provide a tangible framework for the parliamentary evaluation of public policies, thereby strengthening its vital role in overseeing governmental actions and ensuring accountability in African politics, particularly within West Africa.
