Behind Gabon connect’s push to modernise public services and revenue tracking

The Gabon Connect platform was recently unveiled to members of the Gabonese Federation of Enterprises (FEG) in the presence of vice-president of the government Hermann Immongault. This digital portal consolidates administrative and financial procedures, aiming to streamline declarations, payments, and the monitoring of state revenue.

The mechanics of simplification: two core modules in focus

The platform introduces two key components designed to overhaul traditional processes. The eEmployeur module introduces a Unified Salary Declaration (DUS), replacing the previous system of separate submissions to the tax authority, the National Social Security Fund (CNSS), and the National Health Insurance and Social Guarantee Fund (Cnamgs). Under this new framework, businesses will submit a single monthly list of employees. Initially launched in October for companies under the Large Enterprises Directorate, the service will expand to all employers by January 2027.

Expanding digital payments with TrésorPay

The TrésorPay module enables businesses to declare and settle non-tax revenues owed to the state online, providing a secure electronic receipt. Customs and the land registry are set to integrate into the platform in the future. Full deployment of TrésorPay is anticipated by December 2027, marking a significant step toward a more transparent and efficient revenue collection system.

Political and economic drivers behind the transition

Hermann Immongault underscores that digitisation is critical to enhancing administrative efficiency and transparency. Thierry Minko, minister of economy, views the platform as a tool to bolster revenue mobilisation, particularly as Gabon engages in discussions with the International Monetary Fund (IMF). Hélène Zoua-Ondo, FEG vice-president in charge of fiscal matters, welcomed the initiative but emphasised the need for comprehensive training to ensure businesses adapt smoothly.

What changes—and what stays the same—in 2026

While the new system introduces monthly declarations for social contributions, payment deadlines will remain unchanged for 2026, ensuring a phased and manageable transition for all stakeholders.
