Camtel, Cameroon’s state-owned telecom operator, recently hosted a high-level delegation from Amazon Web Services (AWS) in Yaoundé to discuss potential collaborations in cloud computing, artificial intelligence, and satellite solutions. The meeting, led by Camtel’s Director-General Judith Yah Sunday, included AWS executives Raya Nassar and Terrence Naidoo, alongside Antoinette Manyaga, a senior representative from the U.S. Embassy’s technology services in Cameroon. While the discussions covered broad technological horizons, no formal agreements, timelines, or financial details were disclosed.
AWS, a global leader in cloud infrastructure alongside Microsoft Azure and Google Cloud, offers remote storage, computing power, and machine learning tools to businesses, governments, and developers worldwide. Its growing interest in Cameroon reflects a broader trend: American hyperscalers are increasingly eyeing Central Africa, a region still lacking in localized data centers despite its digital transformation potential.
Camtel’s strategic push into digital services
This isn’t Camtel’s first foray into advanced digital services. In late 2025, the company inked a three-year framework agreement with Ethiopia’s Ethio Telecom, focusing on mobile payments, public service digitization, government cloud solutions, and network modernization. Earlier, in April 2026, Camtel explored satellite connectivity options with Avanti Communications, temporarily setting aside Starlink as a potential partner. These moves underscore a clear strategy: moving beyond traditional connectivity to embrace higher-value digital services.
With an extensive fiber-optic network, mobile infrastructure, and local hosting capabilities, Camtel aims to become a key player in sub-Saharan Africa’s digital transformation by 2030. Partnering with AWS could provide access to cutting-edge cloud services, pre-built AI solutions, and technical knowledge transfer for its workforce. However, the path forward remains uncertain, as no concrete steps have been finalized.
Data sovereignty: balancing innovation and security
Yet, the proposed partnership raises critical questions. Where will data be stored? Hosting sensitive public or strategic data on AWS’s global infrastructure could place it under foreign jurisdictions, while local deployment would require significant investment—a move AWS typically reserves for mature markets like South Africa, where it already operates a cloud region.
Billing models, often dollar-based and consumption-driven, also pose sustainability challenges for Cameroonian public administrations. Cybersecurity protocols, service continuity, and shared responsibilities between Camtel and AWS must be clearly defined. Additionally, Cameroon’s national data protection regulations will demand strict compliance, particularly for sensitive government and public enterprise data processing.
Potential collaboration models under review
Several cooperation frameworks are on the table: reselling AWS services through Camtel, hosting local solutions on Amazon’s infrastructure, training Cameroonian engineers in AWS tools, or jointly developing AI applications for government use. None of these options have been confirmed, and the meeting remains a preliminary step with outcomes dependent on future negotiations.
Cameroon’s engagement with AWS aligns with a regional trend. Francophone African governments are increasingly partnering with hyperscalers to bridge digital infrastructure gaps while safeguarding data sovereignty. For Camtel, the challenge lies in translating these discussions into a commercially viable offering—one that aligns with local market demands for affordability and strict regulatory compliance.
