Morocco and council of europe launch new neighborhood partnership in Rabat

This fresh cooperation framework aims to solidify past achievements and boost collaborative initiatives across various strategic sectors for the 2026-2029 period.

Rabat recently hosted the official launch ceremony for the fifth phase of the Morocco–Council of Europe Neighborhood Partnership, covering the period 2026-2029. This significant event took place on Tuesday at the Ministry of Foreign Affairs, African Cooperation and Moroccans Residing Abroad, underscoring Morocco’s commitment to international collaboration.

The gathering brought together key stakeholders, including representatives from various Moroccan government departments and institutions involved in the partnership. Also present were officials from the Council of Europe’s Office in Rabat, alongside ambassadors from Council of Europe member states accredited to Morocco, highlighting the broad diplomatic engagement.

Discussions during the event were structured around two insightful panels. The first panel delved into the achievements and future prospects of the new Morocco–Council of Europe Neighborhood Partnership, examining its impact so far and potential for growth. The second panel focused on practical, tangible approaches designed to ensure the sustainable implementation of projects outlined within this cooperation framework.

Since the accession of His Majesty King Mohammed VI to the Throne, Morocco has embarked on an extensive reform agenda. This comprehensive process is dedicated to strengthening democracy, advancing human rights, and reinforcing the rule of law across the nation. Driven by a profound ambition to modernize the state, the Kingdom has embraced robust constitutional commitments, setting a clear trajectory for its institutional development, a key aspect of contemporary African politics.

This dynamic reform process has yielded substantial progress for Morocco. Notably, it includes the consolidation of democratic institutions enshrined in the 2011 Constitution, the enhancement of national mechanisms for promoting and protecting human rights, the ongoing reform of the judicial system, and the firm establishment of an independent judiciary.

The Neighborhood Partnership with the Council of Europe perfectly aligns with this enlightened vision of the Sovereign. It serves as a testament to Morocco’s unwavering dedication to embedding its institutions in modernity and upholding international standards, reflecting a forward-looking approach to West Africa news and regional development.

Furthermore, this commitment has fostered deeper cooperation with various Council of Europe bodies in critical areas. These include the audiovisual sector, where Morocco, through the HACA, has been a member of the Executive Council of the European Audiovisual Observatory since 2013—making it the sole non-European country and the only one from its region to hold such a position. Collaboration also extends to sport and the vital promotion of equality between women and men, a principle firmly established by Article 19 of the Moroccan Constitution.

Indeed, Morocco and the Council of Europe share a long-standing and multifaceted relationship. Morocco stands out as one of the most actively engaged partners in the region, demonstrated by its adherence to 13 conventions and protocols spanning diverse fields such as Justice, Cybercrime, and Data Protection.

The Kingdom of Morocco also holds a distinctive position as the first country in the Southern Neighborhood and the sole representative from the African continent to serve as a “Partner for Democracy” within the Parliamentary Assembly of the Council of Europe (PACE). Moreover, it remains the only country in the region to have achieved the status of “Partner for Local Democracy” with the Congress of Local and Regional Authorities (CPLR), showcasing its pioneering role in pan-African news and governance.
