Niamey, July 28, 2026 — Niger’s public administration reform has reached a significant milestone. During the first ordinary session of 2026, the Consultative Council for Refoundation (CCR) convened to assess progress on key transformations in state human resources management. At the forefront of discussions, the Minister of Public Service, Labour, and Employment, Aïssatou Abdoulaye Tondi, outlined the latest developments in her department’s sweeping reforms.
The presentations, delivered under the leadership of Dr. Mamoudou Harouna Djingarey, focused on initiatives designed to enhance the Nigerien administration’s efficiency, fairness, and alignment with the Refoundation’s strategic goals.
Modernizing public service through digital innovation
The reform’s cornerstone is the digitization of administrative processes. The Minister highlighted the progress of the Integrated State Human Resources and Payroll Management System (SIGRHEP), a platform centralizing and securing the management of public servants’ records.
The system has already achieved remarkable results. Over 16,500 staff files have been fully digitized, while 23,000 additional files have been updated. Customized applications have also been developed to streamline administrative workflows, ensuring faster and more transparent service delivery.
Ultimately, SIGRHEP will oversee the management of nearly 200,000 public sector employees, supporting the work of more than 150 HR and payroll managers across the country.
Structural reforms to strengthen governance
Beyond digitalization, the Ministry has implemented critical institutional reforms. New legislative texts governing the general status of public service have been adopted, alongside performance evaluation tools and a strategic redeployment plan for civil servants in post-crisis regions.
The department has also prioritized professional examinations, direct hiring initiatives, and ongoing career tracking for thousands of civil servants, ensuring a more dynamic and responsive workforce.
Balancing challenges and achievements
Members of the CCR engaged in constructive dialogue with government representatives, addressing key challenges such as administrative modernization, human resource optimization, and employment policy improvements. Following the session, the Council adopted a resolution commending the government’s reform efforts.
With these initiatives, Niger’s authorities are positioning modernization as a catalyst for better public service quality, stronger state efficiency, and the successful realization of the Refoundation’s vision.
