The green light has been granted. Starlink, Elon Musk’s satellite internet service, is now authorized to operate in Côte d’Ivoire. The announcement was made on July 16 at the U.S. Embassy in Abidjan by Frank R. Garcia, Deputy Assistant Secretary of State for African Affairs, during an official visit that also saw the signing of several economic agreements.

Bridging the rural connectivity gap with satellite technology

According to the Ivorian Press Agency, Starlink will leverage its low-orbit satellite constellation to deliver high-speed internet to rural and remote areas of the country, where fixed-line coverage remains scarce outside major urban centers. Unlike traditional broadband, this technology eliminates the need for extensive terrestrial infrastructure, making it ideal for regions with challenging terrain or low population density.

The company had previously secured a provisional 12-month license from the ARTCI—the Ivorian telecommunications regulator—paving the way for its expansion into underserved communities.

170 million USD boost for a national data sovereignty hub

Starlink’s approval coincides with a significant U.S. investment in Côte d’Ivoire’s digital infrastructure. Cybastion, an American firm, has secured a $170 million financing guarantee from the U.S. Export-Import Bank to build the country’s first sovereign national data center. This facility, designed to host sensitive government and private sector data, will play a crucial role in enhancing digital sovereignty for Abidjan.

The Cybastion project also includes plans for the digitalization and modernization of public services, aligning with the government’s broader strategy to accelerate technological transformation across sectors.

Three major agreements inked in a single visit

The discussions at the U.S. Embassy led to the formalization of three distinct partnerships. Beyond Starlink and Cybastion, a $293 million deal was struck with ABD Group to finance and develop priority infrastructure in healthcare and education, further strengthening Côte d’Ivoire’s social and economic foundations.

A separate contract was signed with NTELX to streamline truck coordination at the Port of Abidjan, aiming to boost logistical efficiency—a critical component of the country’s trade and economic growth.

Côte d’Ivoire’s digital ambitions take center stage

As West Africa’s leading Francophone economy with a population exceeding 29 million, Côte d’Ivoire has set ambitious goals for digital transformation. Over recent years, the government has launched initiatives to modernize administrative services and expand e-government capabilities, though internet penetration remains uneven.

While urban hubs like Abidjan and Bouaké enjoy robust fiber and 4G coverage, rural areas—particularly in the north and west—lag behind. Starlink’s entry could help narrow this digital divide, providing reliable connectivity to communities long overlooked by conventional providers.

The United States stands as a key economic partner for Côte d’Ivoire, particularly in energy, infrastructure, and agriculture. These new agreements underscore a growing focus on technological collaboration, complementing existing ties.

High-level engagement with Ivorian leadership

Later the same day, Frank R. Garcia met with Ivorian Vice President Tiémoko Meyliet Koné to assess the economic partnership between Washington and Abidjan. The meeting highlighted the potential impact of these initiatives on Côte d’Ivoire’s development trajectory.

In a broader regional context, these developments unfold amid intensifying competition among global powers vying for influence in West Africa. The United States, China, and France are all ramping up infrastructure investments across the continent.
