
Angola and drc sign a concession contract for the dilolo-sakania railway line

The Democratic Republic of Congo (DRC) and Angola have entered into a significant 30-year concession agreement for the vital Dilolo-Sakania railway line. This landmark deal encompasses the comprehensive rehabilitation, modernization, and expansion of the railway, alongside its operational management between Dilolo in Lualaba province and Sakania in Haut-Katanga province.
Under the terms of this long-term agreement, the Congolese State will maintain ownership of the railway infrastructure. Furthermore, it will retain a minimum of 10% equity in the project company overseeing the concession. Upon the expiration of the three-decade period, all infrastructure assets are slated to revert fully to the Congolese State.
Crucially, the concessionaire will bear full responsibility for all financing requirements and traffic-related risks, operating without any sovereign guarantees or direct operating subsidies from the DRC. President Félix Tshisekedi of Congo has underscored the anticipated national economic benefits, emphasizing job creation, youth training initiatives, engagement of local businesses, and essential technology transfer as key outcomes.
This strategic corridor is designed to facilitate the transportation of a diverse range of goods, including minerals, agricultural produce, industrial inputs, hydrocarbons, containers, and consumer products, in addition to serving passenger traffic. The initiative aims to significantly bolster regional trade and connectivity, contributing to the broader African economy today.
Kinshasa and Luanda are also committed to standardizing their railway operations, harmonizing tariff structures, and streamlining customs procedures to ensure seamless cross-border logistics.
The overall project, with an estimated cost of 1.2 billion, extends beyond the railway itself. It is slated to include the development of critical cross-border roads, modern logistics platforms, and robust energy infrastructure. Both nations are also keen to revitalize their cooperation in the hydrocarbon sector and accelerate electrical interconnection efforts, particularly to enhance power supply to the resource-rich Katanga region, a key area for pan-African news and economic development.
