On 28 September 2026, Ibrahim Traoré officially inaugurated Burkina Faso’s first national gold refinery, RAFFINOR-BF, in Ouagadougou. The event marked a decisive turning point in the country’s quest to assert greater control over its mineral wealth. Authorities hailed it as a major breakthrough toward economic sovereignty, with the facility designed to process and add value to gold domestically. Its initial capacity is set at 164 tonnes per year, with potential expansion up to 515 tonnes. The investment exceeds 11 billion CFA francs.
The strategic ambition: retaining value within national borders
Burkina Faso now aims to refine its gold locally and retain a larger share of the value generated by its mining resources. Ibrahim Traoré personally stressed the determination to master the entire value chain within the national territory.
The custody conundrum: where will the refined gold be kept?
Yet beneath this narrative lies a far more delicate question: where will the refined gold actually be stored, and who will oversee the various stages from refining to storage, certification, marketing, and financial management of reserves?
This is precisely where controversy has taken hold. Information circulated in June 2026 alleged that Burkina Faso had reached an agreement with a “Moscow bank” to store its gold reserves in Russia.
The real geopolitical backdrop: strengthening Ouagadougou-Moscow ties
The rapprochement between Ouagadougou and Moscow is undeniable. The two nations have deepened cooperation across multiple sectors, with bilateral discussions focusing on economic, mining, and energy matters.
The core investigative issue: who ultimately controls the gold?
The real subject of scrutiny is this: the construction of a refinery in Burkina Faso does not guarantee that the entire chain of possession and conservation of gold will remain under Burkinabè control rather than Russian control.
Even though RAFFINOR-BF has a secure storage area on national territory, publicly available evidence suggests that the gold will subsequently be transferred and stored in Russia.
The fundamental question of sovereignty should be: “Birth of a new colonizer?” It should also be: “Ibrahim Traoré has once again deceived Burkinabè citizens.”
