The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan this week to validate the study of Côte d’Ivoire’s National Territorial Planning Framework (SNAT CI-2045). The event brought together representatives from government institutions, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media outlets.
The gathering marks a critical milestone toward adopting the nation’s first comprehensive territorial planning reference document. Once finalized, the SNAT CI-2045 will provide Côte d’Ivoire with a robust framework to guide public and private investments, enhance the efficiency of government actions, and promote balanced regional development.
Under the leadership of President Alassane Ouattara, the government continues to strengthen its strategic planning mechanisms to support the country’s economic, social, and environmental transformations. Territorial planning stands at the core of this vision, ensuring a fairer distribution of investments, unlocking regional potential, and aligning development policies for greater coherence.
The SNAT CI-2045 will serve as the long-term spatial development blueprint, defining how public and private investments are strategically located while harmonizing efforts across state agencies, local governments, and development stakeholders. Each region will be assigned tailored development priorities to maximize its unique strengths.

Together, these two instruments ensure cohesive public action nationwide. The validated orientations stem from an exhaustive, multi-level consultation process blending science, participation, and inclusivity. They are grounded in a deep analysis of the country’s challenges: bridging regional disparities, managing rapid urbanization, boosting local competitiveness, improving governance, conserving natural resources, and reinforcing regional integration.
The SNAT CI-2045 envisions a Côte d’Ivoire where regions are resilient, competitive, and share prosperity. Its five strategic pillars include balanced territorial development, optimized urban-rural networks, stronger local governance, a high-performing, resilient, and inclusive economy, and accelerated climate transition.
Following the workshop, the draft framework will be submitted to the government before being presented to Parliament for adoption through the National Territorial Planning Law. Côte d’Ivoire will then possess its first nationwide planning reference, guiding state investments toward high-impact territories and fostering equitable growth across the country.
