The Minister of Planning and Development, Dr. Souleymane DiarraSSouba, led a pivotal national workshop in Abidjan to validate the study of Côte d’Ivoire’s National Territorial Development Framework (SNAT CI-2045). The session convened representatives from state institutions, prefectural bodies, local governments, technical and financial partners, alongside public administrations, private enterprises, civil society, academia, experts, and media representatives.
This milestone paves the way for the adoption of Côte d’Ivoire’s inaugural national territorial planning reference. The SNAT CI-2045 will equip the government with a national framework to guide sustainable public and private investments, enhance policy effectiveness, and foster balanced territorial growth across the country.
Under the leadership of President Alassane Ouattara, the Ivorian government is reinforcing its strategic planning mechanisms to align with the nation’s evolving economic, social, and environmental landscape. Territorial development stands at the core of this vision, ensuring a fairer distribution of investments, unlocking regional potential, and strengthening policy coherence.
The SNAT CI-2045 serves as the long-term spatial development blueprint, defining where public and private investments should be strategically located. It harmonizes state initiatives, local governance, and development actors by assigning tailored roles to each region based on its unique strengths.
Dr. DiarraSSouba explained, « The National Development Plan (2026-2030) outlines medium-term priorities and investments for national progress. The SNAT CI-2045 translates these into a territorial strategy, ensuring long-term alignment and serving as the foundation for future National Development Plans. Together, these frameworks enable cohesive public action across all regions. As the ministry responsible for territorial planning and regional development, our mission is to ensure every territory contributes meaningfully to the nation’s growth. »
The validated guidelines stem from a scientifically rigorous, participatory, and multi-scale consultation process. They address key challenges such as reducing regional disparities, managing urban expansion, boosting territorial competitiveness, improving local governance, safeguarding natural resources, and deepening regional integration.
The SNAT CI-2045 embodies a vision for a Côte d’Ivoire where territories are resilient, competitive, and economically inclusive. It revolves around five strategic pillars: balanced territorial development, an optimized urban-rural network, stronger territorial governance, a high-performing and inclusive economy, and accelerated climate transition.
Following the workshop, the draft framework will be submitted to the Government before being presented to Parliament for adoption as the National Territorial Development Framework law. Once enacted, Côte d’Ivoire will possess its first national territorial planning reference, guiding state-led investments toward areas with the highest transformative impact and fostering a more equitable national development.
