On Tuesday, 21 July 2026, high-level delegations from both nations convened in Cotonou to review progress and formalize a robust framework of 14 strategic agreements. This multi-faceted pact underscores a shared commitment to fostering solidarity, efficiency, and shared progress between the two countries.
Enhancing legal and security frameworks
The seventh session of this cooperation highlighted security and judicial collaboration as a cornerstone of the new agreements. Three critical conventions were signed to strengthen the fight against transnational crime and streamline judicial processes: mutual legal assistance in criminal matters, extradition protocols, and the transfer of sentenced persons. These were complemented by a security cooperation agreement, including a financial protocol for civil protection, and updated joint action plans in the justice sector. The goal is to establish a rigorous institutional framework that safeguards stability and protects the citizens of both nations.
Investing in human capital and key industries
Education, vocational training, and youth empowerment emerged as focal points in the bilateral roadmap. The existing framework for academic scholarships, internships, and expert exchanges has been extended through 2029, along with a dedicated vocational training agreement. Higher education, scientific research, and innovation received a boost through new cooperation bridges, further reinforced by a memorandum of understanding in sports training and development.
The economic, environmental, and sector-specific agreements aim to facilitate trade and promote sustainable growth. A mutual administrative assistance agreement in customs matters was finalized, alongside a protocol on food safety cooperation. Tourism and environmental sustainability also featured prominently, with a joint promotional partnership and a memorandum focused on ecological transition and sustainable development.
