France is taking a bold step toward redefining its long-standing relationship with Morocco by drafting a groundbreaking bilateral treaty. This historic agreement aims to establish a robust, future-proof framework for cooperation between the two nations, addressing the challenges and opportunities of the coming decades.

French Interior Minister Sébastien Lecornu unveiled this ambitious project during a joint press conference in Rabat on July 16. The announcement followed the 15th edition of the high-level Franco-Moroccan meeting, where he led a delegation of twelve French ministers to engage with their Moroccan counterparts.

“This treaty will be the first of its kind that France signs with a non-EU country,” Lecornu emphasized, highlighting the significance of this unprecedented initiative. A dedicated binational committee is currently shaping the document’s content, ensuring it goes beyond mere diplomatic rhetoric to create a unique, stable, and forward-looking partnership.

From vision to action: a treaty to elevate bilateral ties

The treaty builds on the momentum of French President Emmanuel Macron‘s state visit to Morocco in October 2024. Both governments are now tasked with translating the commitments made during that visit into tangible projects across key sectors.

Enhanced collaboration is expected in industries such as manufacturing, renewable energy, infrastructure, defense, agriculture, culture, and higher education. Mobility initiatives—particularly for entrepreneurs and students—are also high on the agenda, signaling a commitment to fostering deeper people-to-people connections.

Lecornu also underscored the importance of joint efforts in combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security accord is in the works to solidify this cooperation, ensuring both nations remain aligned in safeguarding shared interests.

On the geopolitical front, France reaffirmed its unwavering stance on the Sahara issue, describing its position as “inalterable.” The French government made it clear that this stance will continue to shape its policies and engagements with Morocco moving forward.
