The Social Democratic Green Party has closely monitored the announcement of an upcoming inclusive national political dialogue in the Democratic Republic of the Congo. This initiative has been warmly welcomed by the party, as it aligns with the Head of State’s commitment to engage in broad consultations with all social and political forces across the nation.
This collective reflection is seen as a vital step toward strengthening national cohesion and safeguarding the country’s sovereignty and territorial integrity—both of which have been severely compromised by Rwanda’s ongoing aggression. The PSDV emphasizes that the dialogue must not lose sight of the root cause of the crisis: the unjust aggression against our nation.
The party has outlined key recommendations to ensure the success and effectiveness of this process, defining them as the core terms of reference for the dialogue:
Key objectives
While acknowledging other critical domestic issues, the primary focus of this high-level consultation must be the formation of a broad patriotic alliance to counter the aggression threatening our country.
Venue and logistics
The dialogue should take place on national soil, reinforcing the legitimacy and sovereignty of the process.
Participation framework
The Social Democratic Green Party reaffirms its commitment to inclusivity, provided it adheres to realistic and structured participation modalities in line with the DRC’s international commitments. Internally, the dialogue should include representatives from the political majority, unarmed opposition, civil society, and prominent political figures.
Regarding armed opposition groups, the PSDV supports the continuation of negotiations with government representatives outside the country. These discussions must prioritize the rigorous implementation of commitments made under the Doha process (disarmament, demobilization, and reintegration of armed groups) and the Washington Agreement. Additionally, full compliance with the binding obligations outlined in UN Security Council Resolution 2773 is essential for a durable resolution to the conflict.
Moderation and leadership
The party believes the Head of State must play a leading role in overseeing the dialogue, given his constitutional mandate as the embodiment of national unity under Article 69. He is tasked with appointing a credible facilitator, supported by representatives from religious institutions (Catholic, Protestant, Kimbanguist, Muslim, and the Church of the Awakening in Congo) to assist in specific tasks.
Observer roles
The participation of representatives from the African Union and the United Nations as observers is crucial, given their direct involvement in the crisis resolution process. The dialogue’s conclusions may be presented to these institutions to advocate for the effective implementation of UN Security Council Resolution 2773.
