New research reveals that factions of Boko Haram in Nigeria have begun integrating artificial intelligence into their operational strategies, marking a significant shift in how the militant group conducts its activities. A study by the Cambridge Programme on AI Science & Policy documents these developments, based on interviews with former members and technical specialists.

AI tools reshaping Boko Haram’s tactical approach

The report, authored by researcher Antonia Juelich, highlights that ISWAP (Islamic State West Africa Province) and JAS (Jama’atu Ahlis Sunna Lidda’awati wal-Jihad) have adopted publicly available AI platforms such as ChatGPT, Claude, Gemini, Grok, Meta AI, and DeepSeek since 2023. These tools are no longer limited to propaganda but are now used for mission planning, logistical problem-solving, and operational coordination.

Former mid-level commanders and technical experts shared accounts of AI-assisted activities between 2023 and mid-2025. Combatants reportedly used these systems to:

  • Analyze failed attack scenarios and refine future operations
  • Troubleshoot technical issues with seized weapons and military equipment
  • Design improvised explosive devices (IEDs)
  • Enhance operational security measures

When AI platforms restricted certain responses, users adapted by rephrasing queries, altering contexts, or switching to alternative services to bypass limitations.

Structured AI units trained by Daesh affiliates

The study also uncovers the creation of specialized AI units within Boko Haram factions, composed of members skilled in engineering, armaments, explosives, and strategic planning. These teams act as intermediaries between field operatives and AI systems, filtering and validating responses before dissemination.

Access to AI tools and hardware is tightly controlled, with devices and accounts restricted to trusted members to prevent leaks or unauthorized use. Training on AI utilization—including query formulation and bypassing restrictions—was reportedly provided by Daesh-affiliated instructors, who also supplied encryption software, VPNs, and paid subscriptions to premium AI services.

Risks and limitations of AI integration

While the report emphasizes that AI adoption reflects Boko Haram’s drive to enhance efficiency, it cautions against overestimating its transformative impact. AI-generated solutions may contain inaccuracies or fail in real-world conditions. Additionally, the study’s conclusions rely on testimonies from former mid-level cadres, who may lack insight into higher-level strategic decisions.

The accessibility of AI tools to armed groups—regardless of their size—poses a growing challenge for technology developers and security agencies. The report calls for collaborative efforts among developers, governments, and researchers to strengthen safeguards against malicious use while preserving legitimate access for millions of users worldwide.
