The Secretary-General of Senegal’s National Assembly has officially disclosed Order No. 192, signed by President Ousmane Sonko, convening an extraordinary session on Monday, August 10, 2026. The session, set to commence at 10:00 AM, will adhere strictly to the agenda outlined in accordance with Article 63 of the Constitution and Article 7 of the Assembly’s Internal Regulations.
Key legislative proposals on the agenda
During this session, deputies of the 15th Legislature will deliberate on five critical legislative texts:
- Bill No. 15/2026: Proposal to revise the Labour Code, aiming to modernize employment regulations and worker protections.
- Bill No. 16/2026: Draft legislation to reform the Social Security Code, addressing gaps in coverage and benefit structures.
- Bill No. 25/2026: Proposal focused on safeguarding critical Information Infrastructures and strengthening digital security frameworks.
- Bill No. 33/2026: Constitutional amendment targeting Article 37, potentially reshaping the balance of powers within state institutions.
- Bill No. 34/2026: Legislation governing the legal framework for special budgetary credits, ensuring transparency in financial allocations.
Parliamentary inquiry commissions to be ratified
The extraordinary session will also see the ratification of six parliamentary inquiry commissions, each tasked with investigating pressing national concerns:
- Allegations of mismanagement in the allocation of land parcels and maritime public domain.
- Controversial sales of state-owned buildings to private individuals under questionable conditions.
- Government utilization of financial instruments such as TRS (Taux de Rendement des Sécurités) and their economic implications.
- Irregularities in procurement and execution of the “One Student, One Laptop” program, launched in 2017 with a cumulative budget of approximately 48 billion CFA francs.
- Revenue shortfalls and the management of tax exemptions granted to businesses and individuals.
- Issues surrounding the issuance and renewal of fishing licenses, including compliance with sustainability standards.
The session will conclude immediately upon the completion of this agenda, as stipulated in Article 3 of Order No. 192, with no scope for modifications once proceedings begin.
